how can i help

My partener of 18mnths is alcohol dependent and has been for 11 years he does try to cut down and has been on 3 detox programmes he suffers bad anxiety and if he needs to go anywhere he has to have a drink at least 2-3 hours before feeling 'normal' to leave home. I really feel he is going around in a vicious circle and the help he gets dosnt fit what he really needs i feel that his anxiety should be 1st priortity and should recieve medication for it, but due to his alcohol intake he cant get it so therefore drinks to feel less anxious (i also suffer anxiety so do understand alot) but i dnt drink nd have had alot more therapy nd mrdication to cope with mine...i feel like his in a viscious circle and no-one is listening or giving him the rght help what can i do to help i feel at a loss atm please can anyone help.
